1999年6月，中共中央召开了改革开放以来的第三次全国教育工作会议，标志着我国的教育改革与发展，特别是基础教育的改革与发展，进入了一个新的阶段。教育问题一般具有普遍性，任何一个事故，一个小枝节，都可能与整个教育紧密相连。随意化整为零、断章取义，都可能造成失误。因而不当的批评报道隐性伤害的也就并不局限在某一个人、某一特定的学校或教育管理部门。批评报道应三思而后行，教育批评报道更当慎之又慎。要尽量避免教育批评报道的负面效应。因此，基础教育改革面临着一个特殊的舆论环境。针对社会上大多数人对基础教育改革的不理解和部分社会媒体对基础教育改革宣传中存在的误区，本文研究的欲以基础教育改革的舆论环境为研究对象，首先对“舆论”和“舆论环境”的词，进行了相关的界定，并且阐述了其特征和影响以及当前我国舆论环境存在的问题。接下来对目前基础教育改革中的舆论环境和传媒中的基础教育改革现状进行了论述，通过调查访谈方法队的目前基础教育改革中的舆论环境实证考察及分析，通过内容分析法对传媒中的基础教育改革现状进行了分析，并且分析了舆论环境对我国基础教育改革引导偏差的原因。在第五章中分析了舆论环境对基础教育改革的影响机制，最后对当前我国基础教育改革的舆论环境提出了优化的相对建议。

Abstract

In June 1999， the CPC Central Committee held since the beginning of reform and opening up to the third national conference on education work， indicated that China's reform and development，especially basic education， reform and development has entered a new stage. Universal education in general， any one incident， a small side， are closely connected with education. Arbitrarily breaking it up and out， it may cause errors. The report criticized the improper hidden so it is not confined to hurt a person in a particular school or educational management departments. Criticized the report should think twice before taking any action， even when taken to reported criticism. Education criticized the report to minimize the negative effects. Therefore， faced with a basic education in the special environment of public opinion. Most people in society do not understand the basic education of basic education and some media publicity of Mistakes in this study based on the desire to reform public opinion research， of the "media" and "media environment" words， the relevant definition， and discusses the characteristics of China's media environment and the impact of the problems that exist. Next to the current basic education in the public opinion and media， which discussed the status of basic education. Through investigation and interviews with the team approach of the current basic education and the media environment Empirical Analysis， through content analysis of media reform on the basis of an analysis of the status quo. and analysis of public opinion on China's basic education guide reasons for the deviation. Chapter V analyzes the impact of public opinion on the reform of basic education， Finally on the basis of the reform of China's media environment and the optimization of the relative proposals.
