西部地区高等职业教育与西部地区经济发展协调关系研究

摘 要
我国西部幅员辽阔，但由于自然、历史等原因，西部地区的经济社会发展落后于东部地区。西部作为一个落后地区经济要取得长足和持续的发展，必须依靠高素质的人力资源来支撑。高等职业教育是以培养技术型人才为主，有助于加快西部地区农村城市化的进程，有利于西部地区经济结构的调整，为西部经济发展打造良好的市场环境。西部地区经济的发展对高等职业教育又具有反作用，制约着高等职业教育发展的规模、体系结构、培养目标。目前，西部地区高等职业教育与经济发展是不协调的，西部高等职业教育发展缓慢不能满足西部地区经济发展需求，培养的专业人才数量不能满足西部地区经济发展要求，专业设置结构不能满足西部地区经济发展要求。总起来说是，西部地区高等职业教育没有架起科技成果转化成生产力的桥梁，经济的薄弱制约了高等职业教育与经济发展的协调，两者之间没有形成经济联动效应。发达国家和地区的职业教育伴随其工业化进程，己有上百年的发展历史。高职教育已经具有了较深厚的社会基础并产生了广泛和良好的社会影响和经济效应。我国东部和中部地区的高等职业教育发展也已经初具规模，与其地区经济的发展也比较协调。这些国家和地区在长期的探索和实践中形成的教育理念和办学经验等，对西部地区高职教育与西部地区经济的协调发展有着丰富和深刻的启迪和借鉴作用。针对这些问题，笔者提出了几点对策，以供参考。明确高职院校的战略定位，有的放矢地服务于西部的特色经济；引导行业企业与相关高等职业学校联手共建具有行业特点的专业人才培养基地；及时依据西部地区经济发展变化调整专业结构；加强政府对高等职业教育与西部经济发展协调的宏观调控；建立适应西部特点的高职教育成本分担机制。

Overall, the western region of higher vocational education is not set up scientific and technological achievements into productive forces bridge. The weak economy constrained Higher Vocational Education and Economic Development Coordination. Developed countries and regions vocational education with its process of industrialization, there has been a century of history. Vocational Education already has a more profound social basis and has an extensive and very good social effects and economic effects. China's eastern and central regions of higher vocational education development has begun to take shape, with the regional economic development are more coordinated. These countries and regions in the long-term exploration and practice in the form of ideas and experience in running a school education, higher vocational education in the western region with the western region, coordinated economic development is rich and profound inspiration and lessons.
